Non-observance of the moratorium of 1986
The Commission international whale-boat (CBI) was created in 1946 in order to manage the development of the industrial hunting of whales. It emitted in 1986 a moratorium aiming to prohibit it because of the imminent risk of disappearance of these animals, largest of planet. At the time, three countries were opposed to this text - Russia, Norway and Iceland. But Japan immediately exploited a fault as a practitioner of it only authorized hunting: that with scientific goal. Today, Norway and Iceland also use this pretext.

Each year, Japan thus authorizes its fleet of whalers to track these large Cetacea in the Antarctic and in the Northern Pacific under cover of a scientific program named JARPA then JARPA II initially. Irony of fate, the purpose of these programs are to undertake research on the ecological role of the whales in their ecosystem, their dietary habits and their reproductive manners… as many reasons to kill several thousands of whales which “will be treated” on board factory ships and will supply out of meat the rays of the supermarkets and the restaurants.
